Ingredients

Scale

Base

  • 1 1/2 cups all-purpose flour
  • 3/4 cup packed brown sugar
  • 3/4 cup butter

Filling and Topping

  • 10 oz can sweetened condensed milk
  • 2 tablespoons butter
  • 1 3/4 cups milk chocolate chips
  • 1 1/3 cups toffee bits (or 2 finely chopped Heath bars)

Instructions

  1. Prepare the Base: Cream together 3/4 cup butter and 3/4 cup brown sugar until smooth. Gradually add 1 1/2 cups flour and mix until well blended and the mixture sticks together. Press this dough evenly into a 9×13 inch baking pan to form the base layer.
  2. Bake Base: Preheat the oven to 350°F (175°C). Bake the base for 20-25 minutes or until it turns a light golden color. Remove from oven and let it cool while preparing the filling.
  3. Prepare the Filling: In a small saucepan, combine 10 oz sweetened condensed milk and 2 tablespoons butter. Cook over medium heat, stirring constantly for 5-10 minutes, until the mixture thickens and becomes glossy.
  4. Spread Filling: Pour and spread the thickened sweetened condensed milk mixture evenly over the cooled base layer in the pan.
  5. Bake Filling: Return the pan to the oven and bake at 350°F for 12-15 minutes or until the filling turns a golden color.
  6. Add Chocolate Chips: Remove the pan from the oven and sprinkle 1 3/4 cups milk chocolate chips evenly over the hot filling.
  7. Melt Chocolate: Bake for an additional 2 minutes or until the chocolate chips soften and become shiny. Remove from the oven and immediately spread the melted chocolate evenly over the filling layer.
  8. Top with Toffee: Sprinkle 1 1/3 cups toffee bits or crushed Heath bars evenly over the melted chocolate, pressing lightly so they adhere.
  9. Cool and Serve: Allow the bars to cool completely at room temperature to set all layers, then cut into squares and serve.

Notes

  • Make sure to stir the sweetened condensed milk and butter constantly to prevent burning while thickening.
  • You can substitute toffee bits with finely chopped Heath bars for a similar texture and flavor.
  • Letting the bars cool completely helps layers set properly and makes them easier to cut.
  • Store bars in an airtight container at room temperature for up to 3 days or refrigerate for longer freshness.
